Personnel Review Cycle (PRC) Request System


The Personnel Review Cycle (PRC) is a preliminary submission process for all staff employee job changes, salary adjustments, and new position requests for Fiscal Year 2025. The PRC is an annual planning activity, allowing departments to review staffing needs holistically and submit requests to aid in departmental needs.

The PRC will be facilitated through a new online form this year. Each college or division leader has designated the individuals who will coordinate the PRC for their area. These are the only people who have access to the PRC online form.

The PRC is the preliminary step before you are allowed to submit the Pre-Authorization (PA1) ePAF in HR Peoplesoft for full review and final approval. Approval on the PRC does not guarantee approval on the PA1. Do not communicate any pay increases or reclassifications to employees until the PA1 is fully executed by HR Compensation.

Timeline

  • Submission Period: January 1 – March 31
    • Dean/VP Level review must be before March 31 deadline
    • No changes or new requests will be accepted after March 31. Requestors will only be able to view, not edit, requests after this date.
  • Review Period: April-May
    • Central Functional Areas
    • Finance/Budget
    • Sr VP/President (or designee)
  • Notification of status by May 31
    • Requestors will be notified by email.
  • Submission of PA1 ePAF: May-June
  • HR Final Review of PA1: June-July
  • Submit PA2 ePAF: July-August
  • Effective date of changes: September 1 or later
  • Appeals to Sr VP through PRC Exception process: September 1 or later

Eligibility
The PRC process is for benefits eligible employees who were hired before July 1, 2023.

Exclusions
The PRC Process should not be used for employees in the following groups:

  • Staff with pay increases on or after July 1, 2023 (not including a merit pay increase)
  • Employees hired on or after July 1, 2023
  • 100% grant funded positions
  • Faculty, academic appointments, Peak, temporary employees, Athletics department positions, and student employees
